IMPORTANT CHANGES TO VAT FREIGHT
New rules have been imposed on freight services within Hungary as from 1st January 2015, though the Government has allowed a grace period of 30 days before they come into force.
The new ruling, named EKAER, stands for Electronic Trade and Transport Control System (‘elektronikus közúti áruforgalom-ellenőrző rendszer’). It is designed to reduce the current high levels of VAT fraud in Hungary and monitor goods trafficking inside Hungary and transported on public roads between member states of the European Union.
Who does this effect?
The ruling effects all vehicles over 3.5 tonne, regardless of cargo type, that are subject to paying usage-proportional road toll. There are also other regulations to be considered if carrying hazardous substances.
The only exceptions to requiring a EKAER, are vehicles that transport international aid and military vehicles.
How do I apply for a EKAER?
The application process can be time consuming and confusing for manufacturers and suppliers that are not familiar with specific rules in various EU countries. At First European, we ship to Hungary every week, it’s straight forward for us and we can manage this for you.

What are the Penalties for Non Compliance?
Vehicles will be subjected to strict road side checks. If no EKAER number is available, the trailer and goods will be siezed by the relevant authorities and fines will be imposed. It is important to note that EKAER numbers are only valid for 15 days.
